CheckAvailability determines if the organization is available.
POST/api/v1/ticketing/availability/check
Evaluates all scheduling rules in priority order:
- OOO Overrides (highest priority)
- Holidays
- Business Hours (lowest priority)
Use this for the authoritative "are we open?" check across all channels.
Errors
- INVALID_ARGUMENT: Missing channel
- PERMISSION_DENIED: Caller lacks sla:read permission
