CloseEngagement closes an engagement with outcome.
POST/api/v1/engagements/conversations/:id/close
Marks the engagement as completed with the specified outcome. Sets ended_at and status to COMPLETED.
Errors
- NOT_FOUND: Engagement or outcome not found
- PERMISSION_DENIED: Caller lacks close permission
